A skill packet packages an AI capability with the instructions and constraints needed to use it safely. A good skill packet does not merely say what the AI can do; it defines inputs, outputs, validation steps, fallback paths, and stop conditions.
This matters because capable AI systems interact with tools. Tool access should be governed, reviewed, and logged.
