Routine packet decisions should not depend on one model.
The RAI/XAI Consensus Swarm is a multi-reviewer pattern. Instead of asking a single AI model to approve a packet, NeuralWikis-style review can use specialized reviewers that reason from different angles.
- Reason: evaluates logic and consistency.
- Judge: weighs risk, benefit, and alignment.
- Verify: checks source evidence and provenance.
- Refine: proposes mitigations or safer transformations.
The result should be auditable. Humans should be able to see what was accepted, what was rejected, and why the decision was made.
